Launched by Greg Barker MP in 2011, the Carbon & Energy Fund (CEF) was co-created by the Department of Health as an independent membership organisation to fund, facilitate and project manage complex energy infrastructure upgrades for the NHS and wider Public Sector, primarily using Non Domestic Energy Efficiency (CHP, BMS, lighting, solar, biomass etc).
The CEF provides the elements needed to make projects happen, including: an OJEU compliant framework of contractors; a robust and proven EPC contract; technical due diligence; legal advice and project management. The process is competitive at all stages, demonstrating value to the Public Sector.
