Essential skills and competencies
Knowledge of operational planning techniques including work scheduling, prioritisation, resource planning, LEAN principles, structure, function and values of the NHS and its interrelationship with other agencies. Extensive technical knowledge of all Estates and property related issues including mechanical and electrical services, building structures, statutory compliance. Understanding of budget management, recharging mechanisms, life cycle costs and short term tenancy agreements. Understanding of health care operational environments including clinical service models, clinical and non-clinical risk, patient focus, customer service, best practice service delivery and service redesign. Knowledge and understanding of the impact of change and best practice in change management. Able to effectively prioritise own workload and that of others. Able to delegate effectively. Competent operational planning skills Confident and effective communicator with good standard of verbal and written skills. Able to clearly present information to a variety of audiences including team members, contracted staff, ward staff, other professional groups and on occasions members of the public Effective negotiating skills, high level of diplomacy. Able to provide operational leadership to a multi-disciplinary team across a varied Facilities portfolio. Able to deliver projects within time, on budget and to required quality and safety standards.
Able to make difficult decisions when faced with multi- stranded and conflicting data. Able to produce high quality reports with recommendations based on data analysis and within tight timescales. The post holder will be able to deliver all work outputs to a high quality commensurate with management status. Able to make sound judgments based on analysis of technical appraisals, feasibility studies, technical reports and other facilities data. Able to conduct effective management of complaints, incidents and service considerations including investigations.

Knowledge of operational planning techniques including option appraisals, feasibility studies, NHS modernisation and the changing culture, structure, function and values of the NHS.
Essential experience
At least three years experience in an Estates related Supervisory or management role or can demonstrate an aptitude for management based on at least 5 years experience as a qualified crafts person.
At least 3 years’ experience in a Estates and Facilities related management role
Minimum 3 years’ experience in managing Estates and Facilities contracts

The agreed starting point for any post is at the bottom of the pay scale with annual progression until the top of the pay scale is reached.
